
The Leeuwpoort Integrated Housing Development Project envisions over 24,000 mixed residential units, spanning several phases. It also includes an ambitious expansion of the city's bulk and link infrastructure, ensuring seamless connectivity to the urban landscape in the City of Ekurhuleni. The project goes beyond residential solutions, planning for core communal non-residential facilities like schools, hospitals, and parks.
As part of the evaluation, a comprehensive cost-benefit analysis was conducted in line with international good practices, assessing the project’s financial viability, economic efficiency, distributional impacts, and fiscal implications. The analysis incorporated detailed demand forecasts, realistic cost estimates, and risk-adjusted sensitivity scenarios to support robust decision-making for the City of Ekurhuleni and relevant government stakeholders such as the Department of Human Settlement.
