
Thorntree Development Mega-Inclusionary Housing Project involves the development of approximately over 45,000 housing opportunities, catering to diverse household needs and income levels in the City of Tshwane, South Africa. The project aims to address the critical housing shortage and provide a vibrant and self-sustaining community and is expected to generate significant economic, social, and environmental benefits by improving access to adequate housing, reducing informal settlements, and creating a balanced urban environment.
As part of the evaluation, a comprehensive cost-benefit analysis was conducted in line with international good practices, assessing the project’s financial viability, economic efficiency, distributional impacts, and fiscal implications. The analysis incorporated detailed demand forecasts, realistic cost estimates, and risk-adjusted sensitivity scenarios to support robust decision-making for the City of Tshwane and relevant government stakeholders.
