A holistic study used to evaluate the impact of large-scale investments in Algeria’s water sector using desalination technology. The study assessed the investment’s effectiveness in terms of their costs and their abilities to meet the water supply shortage in the country. The analysis was divided into two core components (a) a benchmarking analysis of how the costs the desal plants compare with similar plants commissioned elsewhere and (b) an in-depth CBA of one of the plants.
